Regulations on restrictions for Russian flights

Section 1 . Purpose

The purpose of these regulations is to adopt a restricted area within Norwegian airspace containing certain restrictions for Russian flights.

Section 2 . Applicability

These regulations apply to airspace over the territory of Norway within Polaris FIR.

These regulations apply to all aircraft operated by Russian air carriers, including as a marketing carrier in code-sharing or blocked-space arrangements, or for any Russian registered aircraft, or for any non-Russian-registered aircraft which is owned or chartered, or otherwise controlled by any Russian natural or legal person, entity or body.

Section 3 . Principal rule

It is prohibited for any aircraft operated by Russian air carriers, including as a marketing carrier in code-sharing or blocked-space arrangements, or for any Russian registered aircraft, or for any non-Russian-registered aircraft which is owned or chartered, or otherwise controlled by any Russian natural or legal person, entity or body, to land in, take off from or overfly the territory of Norway.

Paragraph 1 shall not apply in the case of an emergency landing or an emergency overflight.

Section 4 . Exemptions

Luftfartstilsynet may authorise an aircraft to land in, take off from, or overfly, the territory of Norway if they have determined that such landing, take-off or overflight is required for humanitarian purposes or for any other purpose consistent with the objectives of these regulations. Any application must be submitted to [email protected] at least 48 hours before flight.

Section 5 . Entry into force

These regulations shall enter into force 28 February 2022, 09:15 (local time).
