I forskrift 15. august 2014 nr. 1076 om restriktive tiltak vedrørende handlinger som undergraver eller truer Ukrainas territorielle integritet, suverenitet, uavhengighet og stabilitet gjøres følgende endringer:
I § 6b gjøres følgende endringer:
Sekstende ledd skal lyde:
pengene eller formuesgodene er nødvendige for salg og overføring innen 3. september 2025 av eiendomsrettigheter som direkte eller indirekte eies av en av disse personene i juridiske personer, som er etablert i Norge eller en EU-medlemsstat, og inntektene av dette salget og denne overføringen fryses.
Nytt tjuende ledd skal lyde:
den berørte verdipapirsentralen har en eller flere kontoer hos «National Settlement Depository», som oppført i vedlegg I, «National Settlement Depository» eller en annen juridisk person som er oppført i vedlegg I har en eller flere kontoer hos verdipapirsentralen som innehar kontantbeholdningen som skal frigis, «National Settlement Depository» har debitert et beløp fra kontoen eller kontoene nevnt i bokstav a i dette leddet, i henhold til en lov, et dekret, en rettslig eller administrativ beslutning eller et annet tiltak, som direkte eller indirekte kan tilskrives Den russiske føderasjonen, uten forutgående samtykke fra den aktuelle verdipapirsentralen, den frigitte kontantbeholdningen skal brukes av den aktuelle verdipapirsentralen for å oppfylle sine rettslige forpliktelser overfor sine deltakere og overstiger ikke det debiterte beløpet omtalt i bokstav c i dette leddet, og den frigitte kontantbeholdningen ikke stilles til rådighet i strid med § 3 annet ledd.
I § 8c gjøres følgende endringer:

§ 8c . Forbud mot handel i visse finansielle instrumenter utstedt av Russland og forvaltning av den russiske sentralbanks reserver og eiendeler
Nytt tolvte ledd skal lyde:
Femte ledd gjelder ikke balansestyringstransaksjoner knyttet til Russlands sentralbanks eiendeler og reserver, eller som er knyttet til eiendeler og reserver som tilhører juridiske personer som handler på vegne av eller etter instruks fra Russlands sentralbank, for eksempel Russlands nasjonale investeringsfond, og som er utført 18. mars 2022 eller senere.
Nytt trettende ledd skal lyde:
disse kontantbeholdningene skal regnskapsføres separat, inntekter som stammer fra eller er generert av kontantbeholdningene nevnt i bokstav a etter 22. februar 2025, skal registreres separat i verdipapirsentralenes finansregnskap, uten at det berører fjortende ledd, skal nettooverskudd som for de inntektene som er nevnt i bokstav b fastsettes i samsvar med nasjonal lovgivning, herunder ved å trekke fra alle relevante utgifter knyttet til eller som følger av forvaltningen av de immobiliserte eiendelene og risikostyringen knyttet til de immobiliserte eiendelene, og etter fradrag av selskapsskatt i henhold til skattelovgivningen, ikke disponeres i form av utbetaling av utbytte eller på noen annen måte til fordel for aksjonærer eller en tredjepart. Dette forbudet gjelder ikke nettooverskudd som ikke utgjør det finansielle bidraget nevnt i fjortende ledd.
Nytt fjortende ledd skal lyde:
Av nettooverskuddet nevnt i trettende ledd bokstav c skal verdipapirsentralene betale et finansielt bidrag som skal brukes til å støtte Ukraina. Det finansielle bidraget skal utgjøre 99,7 % av nettooverskuddet. Utenriksdepartementet fastsetter hvordan det finansielle bidraget skal betales inn og brukes.
Nytt femtende ledd skal lyde:
Handlinger utført av en verdipapirsentral i henhold til femte til fjortende ledd i god tro om at slike handlinger er i samsvar med denne forskriftens kapittel 2a til 5, skal ikke medføre noen form for ansvar for verdipapirsentralen, eller for dennes ledere eller ansatte, med mindre det kan bevises at handlingene var et resultat av uaktsomhet.
I § 8ca gjøres følgende endringer:
transaksjoner, herunder salg, som er strengt nødvendige for avvikling innen 6. mars 2026 av et fellesforetak eller et lignende juridisk arrangement som er inngått før 25. mars 2022, og som involverer en juridisk person omhandlet i første ledd,
Fjortende ledd skal lyde:
Som unntak fra første ledd kan Direktoratet for eksportkontroll og sanksjoner gi tillatelse på de vilkårene direktoratet finner hensiktsmessige, til transaksjoner som er strengt nødvendige for avhending og tilbaketrekking av enhetene nevnt i første ledd eller deres datterselskaper i Norge eller EU innen 6. mars 2026 fra juridiske personer som er etablert i Norge eller EU.
I § 17j gjøres følgende endringer:
I syvende ledd skal den innledende teksten lyde:
Fra og med 5. desember 2024, og som unntak fra første og andre ledd, kan Kroatias kompetente myndighetene inntil 31. desember 2025 tillate kjøp, import eller overføring av vakuumgassolje som hører inn under KN-kode 2710 19 71 og har opprinnelse i Russland eller eksporteres fra Russland, forutsatt at følgende vilkår er oppfylt:
Niende ledd fjerde avsnitt skal lyde:
Som midlertidig unntak skal forbudene omhandlet i tredje setning i dette ledd gjelde fra og med 5. juni 2025 for import og overføring til Tsjekkia og for salg til kjøpere i Tsjekkia av petroleumsprodukter framstilt av råolje som er levert via rørledning til Norge eller en EU-medlemsstat som omhandlet i tredje ledd bokstav d. Dersom alternative forsyninger av slike petroleumsprodukter stilles til rådighet for Tsjekkia før den nevnte datoen, skal dette midlertidige unntaket oppheves. I perioden fram til 5. juni 2025 skal mengdene av slike petroleumsprodukter som importeres til Tsjekkia fra Norge eller EUs medlemsstater, ikke overstige de gjennomsnittlige mengdene som er importert til Tsjekkia fra Norge eller disse EU-medlemsstatene i samme periode i de foregående fem årene.

Dersom en flygning som er innmeldt i samsvar med sjette ledd, avvises, skal Direktoratet for eksportkontroll og sanksjoner umiddelbart underrette nettverksforvalteren.

Som unntak fra § 17 kan Direktoratet for eksportkontroll og sanksjoner tillate salg, levering eller overføring av varer og teknologier oppført i vedlegg IV fram til 6. mars 2026, dersom nevnte salg, levering eller overføring er strengt nødvendig for avhending fra et fellesforetak som er stiftet eller opprettet i henhold til Norges eller en EU-medlemsstats lovgivning før 24. februar 2022, som omfatter en russisk juridisk person, og som driver en gassrørledningsinfrastruktur mellom Russland og tredjeland.
I tredje ledd skal den innledende teksten lyde:
Som unntak fra § 17e og § 17g kan Direktoratet for eksportkontroll og sanksjoner tillate import eller overføring av varer oppført i vedlegg XVII og XXI til 6. mars 2026, dersom importen eller overføringen er strengt nødvendig for avhendelser fra Russland eller avvikling av forretningsvirksomhet i Russland, forutsatt at følgende vilkår er oppfylt:

Som unntak fra første ledd kan Direktoratet for eksportkontroll og sanksjoner, etter en konkret vurdering i det enkelte tilfellet, fram til 6. mars 2026 tillate innfrielse av et krav fra en av de fysiske eller juridiske personene i første ledd bokstav b, på de vilkårene Direktoratet for eksportkontroll og sanksjoner finner hensiktsmessige, etter å ha slått fast at innfrielsen av kravet er strengt nødvendig for avhendelser fra Russland eller avvikling av forretningsvirksomhet i Russland.
