I forskrift 15. august 2014 nr. 1076 om restriktive tiltak vedrørende handlinger som undergraver eller truer Ukrainas territorielle integritet, suverenitet, uavhengighet og stabilitet gjøres følgende endringer:
å eie juridiske personer: å være i besittelse av 50 % eller mer av eiendomsretten til en juridisk person, eller å ha en majoritetsinteresse i den å kontrollere juridiske personer: omfatter, men er ikke begrenset til å ha rett eller myndighet til å oppnevne eller fjerne et flertall av medlemmene i en juridisk persons administrasjons-, ledelses- eller kontrollorgan, å ha stemmerett til å få oppnevnt et flertall av medlemmene i en juridisk persons administrasjons-, ledelses- eller kontrollorgan som har sittet i stillingen i inneværende og foregående regnskapsår, i henhold til avtale med aksjonærer eller medlemmer av juridiske personer alene å kontrollere et flertall av aksjonærenes eller medlemmenes stemmeretter, i henhold til avtale eller vedtekter å ha rett til å utøve dominerende innflytelse over en juridisk person, dersom dette er tillatt etter loven, å ha myndighet til å utøve dominerende innflytelse som nevnt i romertall iv, uten å inneha denne retten å ha rett til å benytte alle eller deler av en juridisk persons aktiva å lede en juridisk persons virksomhet som en samlet enhet og offentliggjøre konsoliderte regnskaper, eller å hefte solidarisk for en juridisk persons økonomiske forpliktelser, eller å garantere for dem. kryptoeiendel: en kryptoeiendel som definert i artikkel 3 nr. 1 punkt 5 i europaparlaments- og rådsforordning (EU) 2023/1114, som gjennomført i kryptoeiendelsloven betalingstjenester: tjenester som definert i finansavtaleloven § 1-5 (1) tjenester direkte knyttet til turistvirksomhet: følgende tjenester: reisebyråers og turoperatørers tjenester, herunder tjenester som ytes av reisebyråer og turoperatører med henblikk på passasjerreiser og lignende tjenester, reiseinformasjons-, reiserådgivings- og reiseplanleggingstjenester, tjenester i forbindelse med tilrettelegging av turer, innkvartering og transport av passasjerer og bagasje samt tjenester i forbindelse med utstedelse av billetter turistguidetjenester reklametjenester i forbindelse med tjenestene som nevnt i romertall i og ii.
I § 3 gjøres følgende endringer:
Første ledd skal lyde:
Alle penger og formuesgoder som tilhører, eies, innehas eller kontrolleres av fysiske eller juridiske personer oppført i vedlegg I, skal fryses.
I tredje ledd gjøres følgende endringer:
fysiske eller juridiske personer som har deltatt i eller muliggjort overføringer av eierskap til, kontroll over eller økonomiske fordeler fra forretningsinteressene til framstående næringsdrivende som er underlagt restriktive tiltak i henhold til bokstav g, og dermed på betydelig måte motvirker disse tiltakene, med unntak av overføringer som uttrykkelig er tillatt i henhold til unntak fastsatt i denne forskriften,
fysiske eller juridiske personer som er ansvarlige for, støtter eller gjennomfører tiltak eller politikk som bidrar til deportering, tvungen overføring, tvungen assimilering, herunder indoktrinering, eller militær utdannelse av ukrainske mindreårige, eller
fysiske eller juridiske personer som er tilknyttet fysiske eller juridiske personer nevnt i bokstav a–n.
I § 6b gjøres følgende endringer:
Syvende ledd skal lyde:
pengene eller formuesgodene er nødvendige for at eiendomsrettigheter over en juridisk person som er etablert i Norge eller EU, skal kunne selges eller overdras innen 8. juli 2023 eller innen seks måneder fra datoen for oppføring i vedlegg I, alt etter hvilken dato som er den seneste, dersom disse eiendomsrettighetene direkte eller indirekte innehas av en fysisk eller juridisk person oppført i vedlegg I, og inntektene fra nevnte salg eller overdragelse forblir fryst.
Femtende ledd skal lyde:
dette er nødvendig for å gjøre det mulig for Gas Industry Insurance Company SOGAZ, AlfaStrakhovanie Group og Insurance Joint Stock Company ‘VSK’, å betale en enhet som er etablert i Norge, et land som er medlem av Det europeiske økonomiske samarbeidsområde eller Sveits, eller en borger eller en person bosatt i Norge, i et land som er medlem av Det europeiske økonomiske samarbeidsområde eller i Sveits, og en slik betaling utgjør den godtgjøring eller fordelen som skal ytes etter en inntruffet forsikringssak, og ikke er i strid med § 3 annet ledd.
Sekstende ledd skal lyde:
pengene eller formuesgodene er nødvendige for salg og overføring innen 3. september 2025 av eiendomsrettigheter som direkte eller indirekte eies av en av disse personene i juridiske personer, som er etablert i Norge eller en EU-medlemsstat, og inntektene av dette salget og denne overføringen fryses.
I § 8ca gjøres følgende endringer:
Fjortende ledd skal lyde:
transaksjoner som er strengt nødvendige for direkte eller indirekte kjøp, import eller transport av naturgass, titan, aluminium, kobber, nikkel, palladium og jernmalm fra eller gjennom Russland til Norge, et medlemsland i Det europeiske økonomiske samarbeidsområde, Sveits eller Vest-Balkan, med mindre det er forbudt i henhold til § 17j eller § 17k, transaksjoner som er strengt nødvendige for direkte eller indirekte kjøp, import eller transport av olje, herunder raffinerte petroleumsprodukter, fra eller gjennom Russland transaksjoner knyttet til energiprosjekter utenfor Russland der en juridisk person oppført i vedlegg XIX er en mindretallsaksjeeier, – – – transaksjoner, herunder salg, som er strengt nødvendige for avvikling innen 31. desember 2026 av et fellesforetak eller et lignende juridisk arrangement som er inngått før 25. mars 2022, og som involverer en juridisk person omhandlet i første ledd, transaksjoner knyttet til levering av elektroniske kommunikasjonstjenester, datasentertjenester og tjenester og utstyr som er nødvendig for deres drift, vedlikehold, sikkerhet, herunder brannmurer, samt telefonsentertjenester, til juridiske personer oppført i vedlegg XIX. transaksjoner som er nødvendige for kjøp, import eller transport av legemidler, medisinske produkter, landbruksprodukter og matvarer, herunder hvete og gjødsel som det er tillatt å importere, kjøpe og transportere i henhold til denne forskriften, transaksjoner som er strengt nødvendige for å sikre tilgang til rettslige, administrative eller voldgiftsmessige prosedyrer i Norge eller en medlemsstat i EU, eller for anerkjennelse eller fullbyrdelse av en dom eller en voldgiftskjennelse avsagt i Norge eller en medlemsstat i EU, forutsatt at slike transaksjoner er i samsvar med formålene i denne forskriften, uten at det berører forbudet i § 17j, transaksjoner med Rosneft og Gazprom Neft, som er nødvendige for handel, formidling, transport, herunder ved skip-til-skip-overføringer til tredjeland, og tilknyttet faglig bistand, formidlingstjenester eller finansiering eller finansiell bistand, av råolje som hører inn under KN-kode 2709 00 og petroleumsprodukter som hører inn under KN-kode 2710, som har opprinnelse i Russland eller har blitt eksportert fra Russland, forutsatt at kjøpsprisen per fat for slike produkter ikke overstiger prisen som er fastsatt i vedlegg XXVIII, i samsvar med § 17k sjette ledd bokstav a.
Unntakene i dette leddets bokstav a og aa får ikke anvendelse på Rosneft, bortsett fra når det gjelder transitt av olje eller raffinerte petroleumsprodukter som har opprinnelse i et tredjeland og som kun lastes i, sendes fra eller er i transitt gjennom Russland, forutsatt at varene verken har russisk opprinnelse eller eier.
Unntakene i dette leddets bokstav a, aa og b får ikke anvendelse på Gazprom Neft.
Femtende ledd skal lyde:
Som unntak fra første ledd kan Direktoratet for eksportkontroll og sanksjoner gi tillatelse på de vilkårene direktoratet finner hensiktsmessige, til transaksjoner som er strengt nødvendige for avhending og tilbaketrekking av de juridiske personene nevnt i første ledd eller deres datterselskaper i EU innen 31. desember 2026 fra juridiske personer som er etablert i Norge eller EU.
I § 8cd gjøres følgende endringer:
Første ledd skal lyde:
Fra og med 3. oktober 2024 er det forbudt for juridiske personer som er etablert i Norge og som driver virksomhet utenfor Russland, å koble seg til Russlands sentralbanks system for overføring av finansielle meldinger (System for Transfer of Financial Messages – SPFS) eller tilsvarende spesialiserte finansielle meldingstjenester og betalingstjenester som er opprettet av Russlands sentralbank. Fra og med 29. juni 2026 er det forbudt å koble seg til ethvert system fra Russlands sentralbank eller til systemer levert av enhver annen juridisk person som er etablert eller stiftet i henhold til Russlands lovgivning, som inkluderer en funksjon for finansielle meldinger, herunder Fast Payment System (SBP) og Mir.
Andre ledd skal lyde:
Det er forbudt å delta, direkte eller indirekte, i noen form for transaksjon med juridiske personer etablert utenfor Russland som er oppført i vedlegg XLIV. Vedlegg XLIV omfatter juridiske personer som er etablert utenfor Russland, og som bruker SPFS eller tilsvarende spesialiserte finansielle meldingstjenester som er opprettet av Russlands sentralbank eller den russiske staten, eller ethvert system fra Russlands sentralbank og ethvert system levert av enhver annen russisk enhet som inkluderer en funksjon for finansielle meldinger, herunder Fast Payment System (SBP) og Mir.
Tredje ledd skal lyde:
Forbudet i andre ledd gjelder ikke oppfyllelse innen 27. september 2026 av kontrakter inngått før 28. mars 2026 med Bank BelVEB, Belgazprombank, VTB Bank (PJSC) Shangai Branch, CJSC Alfa-Bank (Belarus), OJSC Sber Bank (Belarus) VTB Bank (Belarus) og VTB Bank (Kazakhstan), eller tilknyttede kontrakter som er nødvendige for oppfyllelse av slike kontrakter.
Fjerde ledd skal lyde:
Forbudet i andre ledd gjelder ikke mottak av betalinger som skal foretas av Bank BelVEB, Belgazprombank, VTB Bank (PJSC) Shangai Branch, CJSC Alfa-Bank (Belarus), OJSC Sber Bank (Belarus) VTB Bank (Belarus) og VTB Bank (Kazakhstan) innen 28. mars 2026 i henhold til kontrakter som er gjennomført innen 27. september 2026.
I femte ledd gjøres følgende endringer:
nødvendige for utbetaling fra en pensjonsordning til en person som er etablert i Norge eller EU,
nødvendige for betaling fra eller til Jewish Claims Conference,
nødvendige for drift av Norges eller EUs diplomatiske eller konsulære representasjoner i tredjeland, herunder delegasjoner, ambassader og utenriksstasjoner, eller av internasjonale organisasjoner i tredjeland som har immunitet i henhold til folkeretten, foretatt av statsborgere i Norge eller en EU-medlemsstat som er bosatt i et tredjeland, nødvendige for programmer i Norge eller EU for historisk ansvar eller støtte til Norges eller EU-medlemsstaters etniske minoriteter i Russland.
§ 8ce skal lyde:
er en kreditt- eller finansinstitusjon eller en enhet, som yter kryptoeiendelstjenester eller betalingstjenester, som yter slike tjenester til juridiske personer som er oppført i denne forskriften, eller på annen måte i vesentlig grad motvirker formålet med forbudene i denne forskriften, som oppført i del A i vedlegg XLV til denne forskriften, er en kreditt- eller finansinstitusjon eller en enhet som yter kryptoeiendelstjenester eller betalingstjenester som støtter Russlands angrepskrig mot Ukraina, herunder ved å behandle transaksjoner eller gi eksportfinansiering til handelstransaksjoner som motvirker formålet med denne forskriften, som oppført i del B i vedlegg XLV til denne forskriften, ikke er en kreditt- eller finansinstitusjon eller en enhet som yter kryptoeiendelstjenester eller betalingstjenester, og som vesentlig motvirker formålet med forbudene fastsatt i § 17j, § 17k og § 19ac i denne forskriften, som oppført i del C i vedlegg XLV til denne forskriften.
juridiske personer som handler på vegne av eller på instruks fra en enhet nevnt i første ledd bokstav a, b eller c, enheter som yter kryptoeiendelstjenester eller betalingstjenester, som fungerer som en speil- eller etterfølgerenhet til en enhet som nevnt i første ledd bokstav a, b eller c.
i alt vesentlig identisk innhold, informasjons- eller transaksjonsstrømmer, kontinuitet i branding, utforming eller brukergrensesnitt, overlappende eierskap, kontroll eller ledelse, omdirigering eller migrering av brukere fra listeført enhet, kontinuitet i teknisk infrastruktur, herunder bruk av samme kodebase, domener eller applikasjoner.
nødvendige for eksport, salg, levering, overføring eller transport av legemidler, medisinske produkter, landbruksprodukter eller matvarer, herunder hvete og gjødsel, som det er tillatt å eksportere, selge, levere, overføre eller transportere til Russland i henhold til denne forskriften, strengt nødvendige for å sikre tilgang til rettslige, administrative eller voldgiftsmessige prosedyrer i Norge eller en medlemsstat i EU, eller for anerkjennelse eller fullbyrdelse av en dom eller en voldgiftskjennelse avsagt i Norge eller en medlemsstat i EU, forutsatt at slike transaksjoner er i samsvar med formålene i denne forskriften, nødvendige for humanitære formål, som å yte eller legge til rette for yting av bistand, herunder medisinsk utstyr, matvarer eller forflytning av humanitære hjelpearbeidere og tilhørende bistand, eller evakuering, nødvendige for oppfyllelse innen 27. september 2026 av kontrakter inngått før 28. mars 2026 med Payeer, CJSB JSCB Tolubay, OJSC Eurasian Savings Bank, CJSC Dushanbe City Bank, CJSC Spitamen Bank (Tajikistan) eller OJSC Commerce Bank of Tajikistan, eller tilknyttede kontrakter som er nødvendige for oppfyllelse av slike kontrakter, nødvendige for mottak av betalinger som skal foretas av juridiske personer som er oppført i del A i vedlegg XLV ved forordning (EU) 2025/2033 i henhold til kontrakter som er gjennomført innen 28. mars 2026.
I § 8cf gjøres følgende endring:
Den innledende teksten i første ledd skal lyde:
Det er forbudt direkte eller indirekte å delta i transaksjoner med havner og sluser oppført i del A og C i vedlegg XLVII. Del A i vedlegg XLVII omfatter havner og sluser i Russland, og del C i vedlegg XLVII omfatter havner og sluser i andre tredjeland enn Russland, som brukes:
Ny § 8ci skal lyde:
erverve nye eller utvide eksisterende kapitalinteresser i eierskap av eller kontroll over juridiske personer som er registrert som hjemmehørende i, eller som har forretningskontor, hovedforretningssted eller faste forretningssted innenfor Russlands spesielle økonomi-, innovasjons- eller preferansesoner som er oppført i del A eller B i vedlegg LII, opprette nye fellesforetak, filialer eller representasjonskontorer i de spesielle økonomi-, innovasjons- eller preferansesonene som er oppført i del A eller B i vedlegg LII, eller med juridiske personer som er nevnt i bokstav a, inngå nye kontrakter eller ordninger om levering av varer eller tjenester, eller av tilknyttede immaterialrettigheter eller forretningshemmeligheter til, fra eller til bruk i de spesielle økonomi-, innovasjons- eller preferansesonene som er oppført i del A eller B i vedlegg LII, eller med juridiske personer som er nevnt i bokstav a.
opprettholde eksisterende kapitalinteresser i eierskap av eller kontroll over juridiske personer som formelt er registrert som hjemmehørende i, eller som har forretningskontor, hovedforretningssted eller faste forretningssted, innenfor Russlands spesielle økonomi-, innovasjons- eller preferansesoner som er oppført i del A i vedlegg LII, opprettholde eksisterende fellesforetak, filialer eller representasjonskontorer i de spesielle økonomi-, innovasjons- eller preferansesonene som er oppført i del A i vedlegg LII, eller med juridiske personer som er nevnt i bokstav a, opprettholde eksisterende kontrakter eller ordninger om levering av varer eller tjenester eller av tilknyttede immaterialrettigheter eller forretningshemmeligheter til, fra eller til bruk i de spesielle økonomi-, innovasjons- eller preferansesonene som er oppført i del A i vedlegg LII, eller med juridiske personer som er nevnt i bokstav a.
å tildele eller delta i ordninger med sikte på å tildele lån eller kreditter, eller på annen måte yte finansiering, herunder egenkapital, til juridiske personer nevnt i første eller andre ledd, eller med det dokumenterte formål å finansiere de nevnte juridiske personene, å yte investeringstjenester som direkte er knyttet til virksomhet nevnt i bokstav a eller i første eller andre ledd.
Forbudene i første, andre og tredje ledd gjelder også juridiske personer utenfor de spesielle økonomi-, innovasjons- eller preferansesonene som er oppført i vedlegg LII, som eies eller kontrolleres av juridiske personer nevnt i første eller andre ledd.
virksomhet som er nødvendig for kriser som truer folkehelsen, omgående hindring eller begrensning av en hendelse som sannsynligvis vil få alvorlige eller betydelige følger for menneskers helse og sikkerhet eller miljøet, eller som respons ved naturkatastrofer, virksomhet som er strengt nødvendig for direkte eller indirekte kjøp, import eller transport av naturgass, titan, aluminium, kobber, nikkel, palladium eller jernmalm fra eller gjennom Russland til et land som er medlem av Det europeiske økonomiske samarbeidsområde, Sveits eller Vest-Balkan, virksomhet som er strengt nødvendig for direkte eller indirekte kjøp, import eller transport av olje, herunder raffinerte petroleumsprodukter, fra eller gjennom Russland, med mindre det er forbudt i henhold til § 17j eller § 17k, virksomhet som er nødvendig for kjøp, import eller overføring av råolje og petroleumsprodukter oppført i vedlegg XXV som transporteres til sjøs, dersom disse varene har opprinnelse i et tredjeland og kun lastes i, sendes fra eller er i transitt gjennom Russland, forutsatt at varene verken har russisk opprinnelse eller eier.
Første, tredje og fjerde ledd, gjelder ikke oppfyllelse innen 29. juni 2026 av kontrakter inngått før 28. mars 2026, eller tilknyttede kontrakter som er nødvendige for oppfyllelse av slike kontrakter.
humanitære formål, som å yte eller legge til rette for yting av bistand, herunder medisinsk utstyr, matvarer, forflytning av humanitære hjelpearbeidere og tilhørende bistand, eller evakuering, forskning, utvikling eller produksjon av legemidler, medisinske produkter, landbruksprodukter eller matvarer, herunder hvete og gjødsel, som det er tillatt å importere, kjøpe og transportere i henhold til denne forskriften, sikre tilgang til rettslige, administrative eller voldgiftsmessige prosedyrer i Norge eller en medlemsstat i EU, eller for anerkjennelse eller fullbyrdelse av en dom eller en voldgiftskjennelse avsagt i Norge eller en medlemsstat i EU, forutsatt at slike transaksjoner er i samsvar med formålene i denne forskriften, avhending og tilbaketrekking fra Russland eller avvikling av forretningsvirksomhet i Russland, yting av elektroniske kommunikasjonstjenester fra norske eller EU-medlemsstaters teleoperatører som er nødvendige for elektroniske kommunikasjonstjenesters drift, vedlikehold og sikkerhet, herunder cybersikkerhet, i Russland, i Ukraina, i Norge, i EU, mellom Russland og Norge eller EU og mellom Ukraina og Norge eller EU, og for datasentertjenester i Norge eller EU.
I § 8d gjøres følgende endringer:
Overskriften skal lyde:
§ 8d . Forbud mot å motta visse innskudd og ytelse av kryptoeiendelstjenester mv., og forbud mot å inneha stillinger i visse styrende organer
Andre ledd skal lyde:
kryptoeiendelstjenester som definert i forordning (EU) 2023/1114, utstedelse av betalingsinstrumenter, innløsning av betalingstransaksjoner eller betalingsfullmakttjenester, som definert i direktiv (EU) 2015/2366, utstedelse av elektroniske penger, som definert finansforetaksloven § 2-4.
Tredje ledd skal lyde:
Fra og med 19. april 2024 er det forbudt å tillate russiske borgere eller fysiske personer som bor i Russland, direkte eller indirekte å eie eller kontrollere eller å inneha stillinger i styrende organer i juridiske personer, som er etablert eller stiftet i henhold til Norges eller en EU-medlemsstats lovgivning, og som yter kryptoeiendelstjenester i form av lommebøker, kontoer eller oppbevaringstjenester.
Ny § 8da skal lyde:
Det er forbudt direkte eller indirekte å delta i transaksjoner som involverer kryptoeiendelene som er oppført i vedlegg LIII.
I § 8e gjøres følgende endringer:

§ 8e . Unntak fra § 8d for visse nødvendige utgifter mv.

Som unntak fra § 8d første og andre ledd kan Direktoratet for eksportkontroll og sanksjoner gi tillatelse til å godta slike innskudd eller yting av en slik tjeneste, på de vilkårene direktoratet finner hensiktsmessige, etter å ha slått fast at godtakelse av et slik innskudd eller en slik tjeneste:
Nytt andre ledd skal lyde:
Forbudet i § 8d andre ledd bokstav b og c gjelder ikke levering av personaliserte sikkerhetsopplysninger som er nødvendige for å få tilgang til en konto hos en kredittinstitusjon eller et e-pengeforetak som er etablert i Norge eller en EU-medlemsstat.
Nytt tredje ledd skal lyde:
Som unntak fra § 8d andre ledd bokstav b og c kan Direktoratet for eksportkontroll og sanksjoner, på de vilkårene direktoratet finner hensiktsmessige, gi tillatelse til yting av en slik tjeneste, etter å ha slått fast at det er nødvendig for bruk utelukkende av juridiske personer som er etablert i Russland, og som eies av eller, alene eller i fellesskap kontrolleres av juridiske personer som er etablert eller stiftet i henhold til Norges eller en EU-medlemsstats lovgivning.
I § 8f gjøres følgende endring:

Som unntak fra § 8d første og annet ledd kan Direktoratet for eksportkontroll gi tillatelse til å godta slike innskudd eller yting av en slik tjeneste, på de vilkårene direktoratet finner hensiktsmessige, etter å ha slått fast at godtakelse av et slikt innskudd eller yting av en slik tjeneste er
I § 8k gjøres følgende endring:
Andre ledd skal lyde:
nødvendige for drift av Norges eller EUs diplomatiske og konsulære representasjoner i Russland, herunder delegasjoner, ambassader og utenriksstasjoner, eller av internasjonale organisasjoner i Russland som har immunitet i henhold til folkeretten, foretatt av statsborgere i Norge eller EUs medlemsland, som er bosatt i Russland og var det før 24. februar 2022, nødvendige for eksport, salg, levering, overføring eller transport av legemidler, medisinske produkter, landbruksprodukter og matvarer, herunder hvete og gjødsel, som det er tillatt å eksportere, selge, levere, overføre eller transportere til Russland i henhold til denne forskriften, strengt nødvendige for å sikre tilgang til rettslige, administrative eller voldgiftsmessige prosedyrer i Norge eller en medlemsstat i EU, eller for anerkjennelse eller fullbyrdelse av en dom eller en voldgiftskjennelse avsagt i Norge eller en medlemsstat i EU, forutsatt at slike transaksjoner er i samsvar med formålene for denne forskriften, nødvendige for humanitære formål, som å yte eller legge til rette for yting av bistand, herunder medisinsk utstyr, matvarer, forflytning av humanitære hjelpearbeidere og tilhørende bistand, eller evakuering, nødvendige for mottak av betalinger fra juridiske personer oppført i vedlegg XIX del A i henhold til kontrakter som er gjennomført innen 24. mai 2022, nødvendige for gjennomføring av tillatelser gitt av Direktoratet for eksportkontroll og sanksjoner i henhold til § 6b tyvende ledd eller av en kompetent myndighet i en EU- medlemsstat i henhold til artikkel 6b nr. 5j i forordning (EU) 269/2014, nødvendige for programmer i Norge eller EU for historisk ansvar og støtte til Norges eller EU-medlemsstaters etniske minoriteter i Russland.
Ny § 8q skal lyde:
Det er forbudt i fem år etter salg eller enhver form for leasing av fartøy eller luftfartøy som direkte eller indirekte har blitt drevet av Russlands regjering eller av juridiske personer etablert i Russland, å selge, levere, garantere eller på annen måte inngå kontrakter eller ordninger som fører til overføring av risikoer fra, eller overdragelse av eksponering for risikoer i forbindelse med forsikringsdekning for slike fartøy eller luftfartøy.
Ny § 17ae skal lyde:
Fra og med 27. september 2026 er det forbudt direkte eller indirekte å kjøpe, importere eller overføre flytende naturgass som hører inn under KN-kode 2711 11 00 dersom den har opprinnelse i Russland eller er eksportert fra Russland.
reduksjon av avtalte mengder, reduksjon av priser og gebyrer, endring av konfidensialitetsklausuler, endring av operative prosedyrer, som for eksempel kommunikasjonsprosedyrer, endring av kontraktspartenes adresser, overføring av kontraktsmessige forpliktelser mellom tilknyttende virksomheter, endringer som kreves som følge av rettslige eller voldgiftsmessige prosedyrer, eller for kystløse land, endringer mellom nasjonale leveringssteder.
Det er forbudt direkte eller indirekte å yte faglig bistand, formidlingstjenester, finansiering eller finansiell bistand eller andre tjenester tilknyttet forbudet i første ledd.
I § 17g gjøres følgende endringer:

Med hensyn til varer som hører inn under KN-kode 2901 10 00, gjelder forbudene i første og andre ledd ikke oppfyllelse innen 29. juni 2026 av kontrakter inngått før 28. mars 2026, eller tilknyttede kontrakter som er nødvendig for oppfyllelse av slike kontrakter.
Nytt attende ledd skal lyde:
Fra 26. januar 2026 til 25. juli 2026 gjelder ikke forbudene i første og andre ledd kjøp eller import til Ungarn av varer som hører inn under KN-kode 2901 10 00 som har opprinnelse i Russland eller er eksportert fra Russland, forutsatt at varene utelukkende er ment til bruk i Ungarn.
Nytt nittende ledd skal lyde:
Varer som hører inn under KN-kode 2901 10 00, og som importeres til Ungarn i henhold til unntaket i attende ledd, skal ikke selges videre til kjøpere i andre land..
Tyvende ledd skal lyde:
Som unntak fra første og andre ledd kan Direktoratet for eksportkontroll og sanksjoner tillate kjøp, import eller overføring av varer som hører inn under KN-kode 7007, 7019, 8424 10 00, 8479, 8481, 8483, 8487, 8504, 8516 29 50, 8517, 8525, 8531, 8536, 8537, 8538, 8539, 8542, 8543 og 8603, som oppført i vedlegg XXI, eller yting av tilknyttet faglig og finansiell bistand, på de vilkårene direktoratet finner hensiktsmessige, etter å ha slått fast at dette er nødvendig for drift, vedlikehold eller reparasjon av t-banevognene til linje 3 i Budapest som ble levert i 2018, for å oppfylle livstidsgarantien som ble gitt av Metrowagonmash før 3. oktober 2023.

Som unntak fra første og andre ledd kan Direktoratet for eksportkontroll og sanksjoner gi tillatelse til import av varer som hører inn under KN-kode 9026, 9027 og 9031, som oppført i vedlegg XXI, eller yting av tilknyttet faglig eller finansiell bistand, med henblikk på vedlikehold, reparasjon eller periodisk sertifisering av målepunkter for primær og sekundær råolje på Druzjba-rørledningen inn i EU, på de vilkårene Direktoratet for eksportkontroll og sanksjoner finner hensiktsmessig, etter å ha slått fast at varene er strengt nødvendige for å yte tjenester for å sikre uavbrutt forsyning av råolje gjennom Druzjba-rørledningen fra Russland, som nevnt i § 17j tredje ledd bokstav d, og at de vil bli eksportert i henhold til § 17i attende ledd i et tidsrom som er strengt nødvendig for vedlikehold, reparasjon eller periodisk sertifisering av Druzjba-rørledningen

Det er forbudt å yte tjenester direkte knyttet til turistvirksomhet i Russland.
Det er forbudt direkte eller indirekte å selge, levere, overføre, eksportere eller stille til rådighet programvare for foretaksledelse, programvare for industridesign og produksjon samt programvare med visse bruksområder i bank- og finanssektoren, som oppført i vedlegg XXXIX, til Russlands regjering eller juridiske personer etablert i Russland.

Det kreves forhåndstillatelse for direkte eller indirekte yting av enhver tjeneste som ikke er omfattet av første eller andre ledd til Russlands regjering. Direktoratet for eksportkontroll og sanksjoner kan etter en konkret vurdering i det enkelte tilfellet gi tillatelse, på de vilkårene direktoratet finner hensiktsmessige, til yting av slike tjenester etter å ha slått fast at dette er i samsvar med formålene i denne forskriften.
Første ledd bokstav a og b gjelder ikke yting av tjenester som er strengt nødvendige for å utøve retten til forsvar i rettslige prosesser og retten til et effektivt rettsmiddel.
Første ledd bokstav a og b gjelder ikke yting av tjenester som er strengt nødvendige for å sikre tilgang til rettslige, administrative eller voldgiftsmessige prosedyrer i Norge eller en medlemsstat i EU, eller for anerkjennelse eller fullbyrdelse av en dom eller en voldgiftskjennelse avsagt i Norge eller en medlemsstat i EU, forutsatt at ytingen av slike tjenester er i samsvar med formålene i denne forskriften.
Første ledd bokstav c og f og tredje ledd gjelder ikke salg, levering, overføring, eksport eller yting av tjenester eller programvare som er nødvendig for kriser som truer folkehelsen, omgående hindring eller begrensning av en hendelse som sannsynligvis vil få alvorlige eller betydelige følger for menneskers helse og sikkerhet eller miljøet, eller som respons ved naturkatastrofer.
Første ledd gjelder ikke tjenester som ytes av norske statsborgere som er bosatt i Russland og som var det før 24. februar 2022, til juridiske personer nevnt i sekstende ledd bokstav h som er deres arbeidsgivere, forutsatt at tjenestene er beregnet på å brukes utelukkende av disse juridiske personene.
Første ledd bokstav f, g og h gjelder fra 29. april 2026.
Andre og femte ledd gjelder ikke oppfyllelse innen 5. juni 2026 av kontrakter inngått før 28. mars 2026, eller tilknyttede kontrakter som er nødvendige for oppfyllelse av slike kontrakter.
fjerner den kontrollen en fysisk eller juridisk person som er oppført i vedlegg I har over aktivaene til en juridisk person som ikke er oppført i vedlegget, og som er stiftet eller opprettet i henhold til lovgivningen i Norge eller i en EU-medlemsstat og eid eller kontrollert av førstnevnte, og sikrer at ingen ytterligere penger eller formuesgoder kommer denne oppførte fysiske eller juridiske personen til gode.
Som unntak fra første ledd bokstav g og h og tredje ledd kan Direktoratet for eksportkontroll og sanksjoner, på de vilkårene direktoratet finner hensiktsmessige, gi tillatelse til yting av nevnte tjenester og programvare etter å ha slått fast at tjenestene og programvaren er strengt nødvendige for at russiske statsborgere skal kunne bidra til internasjonale prosjekter som bruker åpen kildekode.
Som unntak fra første ledd bokstav a, c og e kan Direktoratet for eksportkontroll og sanksjoner, på de vilkårene direktoratet finner hensiktsmessige, gi tillatelse til yting av nevnte tjenester etter å ha slått fast at tjenestene er strengt nødvendige for drift av Russlands konsulære eller diplomatiske representasjoner i Norge eller EU.
Som unntak fra første ledd bokstav f kan Direktoratet for eksportkontroll og sanksjoner, på de vilkårene direktoratet finner hensiktsmessige, gi tillatelse til yting av nevnte tjenester etter å ha slått fast at tjenestene er strengt nødvendig for mellomstatlig samarbeid innenfor romprogrammer.
humanitære formål, som å yte eller legge til rette for yting av bistand, herunder medisinsk utstyr, matvarer, forflytning av humanitære hjelpearbeidere og tilhørende bistand, eller evakuering, sivilsamfunnsaktiviteter som direkte fremmer demokrati, menneskerettigheter eller rettsstaten i Russland, drift av Norges eller EUs diplomatiske og konsulære representasjoner i Russland, herunder delegasjoner, ambassader og utenriksstasjoner, eller av internasjonale organisasjoner i Russland som har immunitet i henhold til folkeretten, å sikre kritisk kraftforsyning i Norge eller EU og kjøp, import eller transport til Norge eller EU av titan, aluminium, kobber, nikkel, palladium eller jernmalm, å sikre kontinuerlig drift av infrastruktur, maskinvare eller programvare som er kritisk for menneskers helse og sikkerhet, eller for miljøsikkerhet, etablering, drift, vedlikehold, forsyning og opparbeiding av brensel og sikkerhet for sivile kjernefysiske kapasiteter, og fortsatt design, oppføring og idriftsettelse som kreves for å ferdigstille sivile atomanlegg, samt levering av prekursormateriale til framstilling av medisinske radioisotoper og lignende medisinske bruksområder eller kritisk teknologi til overvåking av stråling i miljøet, samt for sivilt atomsamarbeid, særlig innenfor forskning og utvikling, yting av elektroniske kommunikasjonstjenester fra norske eller EU-medlemsstaters teleoperatører som er nødvendige for elektroniske kommunikasjonstjenesters drift, vedlikehold og sikkerhet, herunder cybersikkerhet, i Russland, i Ukraina, i Norge, i EU, mellom Russland og Norge eller EU og mellom Ukraina og Norge eller EU, og for datasentertjenester i Norge og EU, eller bruk utelukkende av juridiske personer som er etablert i Russland, og som eies av eller, alene eller i fellesskap, kontrolleres av en juridisk person som er etablert eller stiftet i henhold til lovgivningen i Norge, i et land som er medlem av Det europeiske økonomiske samarbeidsområdet eller Sveits.
Forbudet i tredje ledd gjelder ikke levering av programvare med visse bruksområder i bank- og finanssektoren som oppført i vedlegg XXXIX som er nødvendig for oppfyllelse innen 9. januar 2026 av kontrakter inngått før 29. oktober 2025, eller tilknyttede kontrakter som er nødvendige for oppfyllelse av slike kontrakter.

Russiske statsborgere som er medlemmer av Russlands diplomatiske eller konsulære personale, eller medlemmer av det administrative og tekniske personalet eller tjenestepersonalet ved Russlands diplomatiske eller konsulære representasjoner, eller deres familiemedlemmer, som er innehavere av en gyldig oppholdstillatelse, herunder diplomatiske identifikasjonsdokumenter, eller et gyldig visum utstedt av en annen stat, og som har til hensikt å reise til eller gjennom Norges eller en EU-medlemsstats territorium på grunnlag av nevnte oppholdstillatelse eller visum, skal underrette den aktuelle staten minst 24 timer før den planlagte innreisedatoen til deres territorium. I Norge skal underretningen skje til Utenriksdepartementet minst én virkedag før innreise.
Første ledd gjelder ikke for mindreårige eller familiemedlemmer som ikke er en del av husstanden til medlemmer av den diplomatiske eller konsulære representasjonen.
Første ledd gjelder ikke reise til eller gjennom territoriet i medlemsstaten som har utstedt oppholdstillatelsen eller visumet.

§ 8ca fjortende ledd ble ikke gjengitt riktig da de to siste avsnittene skulle ha stått fra marg. § 8ca fjortende ledd skal lyde:
transaksjoner som er strengt nødvendige for direkte eller indirekte kjøp, import eller transport av naturgass, titan, aluminium, kobber, nikkel, palladium og jernmalm fra eller gjennom Russland til Norge, et medlemsland i Det europeiske økonomiske samarbeidsområde, Sveits eller Vest-Balkan, med mindre det er forbudt i henhold til § 17j eller § 17k, transaksjoner som er strengt nødvendige for direkte eller indirekte kjøp, import eller transport av olje, herunder raffinerte petroleumsprodukter, fra eller gjennom Russland transaksjoner knyttet til energiprosjekter utenfor Russland der en juridisk person oppført i vedlegg XIX er en mindretallsaksjeeier, – – – transaksjoner, herunder salg, som er strengt nødvendige for avvikling innen 31. desember 2026 av et fellesforetak eller et lignende juridisk arrangement som er inngått før 25. mars 2022, og som involverer en juridisk person omhandlet i første ledd, transaksjoner knyttet til levering av elektroniske kommunikasjonstjenester, datasentertjenester og tjenester og utstyr som er nødvendig for deres drift, vedlikehold, sikkerhet, herunder brannmurer, samt telefonsentertjenester, til juridiske personer oppført i vedlegg XIX. transaksjoner som er nødvendige for kjøp, import eller transport av legemidler, medisinske produkter, landbruksprodukter og matvarer, herunder hvete og gjødsel som det er tillatt å importere, kjøpe og transportere i henhold til denne forskriften, transaksjoner som er strengt nødvendige for å sikre tilgang til rettslige, administrative eller voldgiftsmessige prosedyrer i Norge eller en medlemsstat i EU, eller for anerkjennelse eller fullbyrdelse av en dom eller en voldgiftskjennelse avsagt i Norge eller en medlemsstat i EU, forutsatt at slike transaksjoner er i samsvar med formålene i denne forskriften, uten at det berører forbudet i § 17j, transaksjoner med Rosneft og Gazprom Neft, som er nødvendige for handel, formidling, transport, herunder ved skip-til-skip-overføringer til tredjeland, og tilknyttet faglig bistand, formidlingstjenester eller finansiering eller finansiell bistand, av råolje som hører inn under KN-kode 2709 00 og petroleumsprodukter som hører inn under KN-kode 2710, som har opprinnelse i Russland eller har blitt eksportert fra Russland, forutsatt at kjøpsprisen per fat for slike produkter ikke overstiger prisen som er fastsatt i vedlegg XXVIII, i samsvar med § 17k sjette ledd bokstav a.
Unntakene i dette leddets bokstav a og aa får ikke anvendelse på Rosneft, bortsett fra når det gjelder transitt av olje eller raffinerte petroleumsprodukter som har opprinnelse i et tredjeland og som kun lastes i, sendes fra eller er i transitt gjennom Russland, forutsatt at varene verken har russisk opprinnelse eller eier.
Unntakene i dette leddets bokstav a, aa og b får ikke anvendelse på Gazprom Neft.
§ 17g nytt nittende ledd skal lyde:
Varer som hører inn under KN-kode 2901 10 00, og som importeres til Ungarn i henhold til unntaket i attende ledd, skal ikke selges videre til kjøpere i andre land.
§ 17g nytt enogtyvende ledd skal lyde:
Som unntak fra første og andre ledd kan Direktoratet for eksportkontroll og sanksjoner gi tillatelse til import av varer som hører inn under KN-kode 9026, 9027 og 9031, som oppført i vedlegg XXI, eller yting av tilknyttet faglig eller finansiell bistand, med henblikk på vedlikehold, reparasjon eller periodisk sertifisering av målepunkter for primær og sekundær råolje på Druzjba-rørledningen inn i EU, på de vilkårene Direktoratet for eksportkontroll og sanksjoner finner hensiktsmessig, etter å ha slått fast at varene er strengt nødvendige for å yte tjenester for å sikre uavbrutt forsyning av råolje gjennom Druzjba-rørledningen fra Russland, som nevnt i § 17j tredje ledd bokstav d, og at de vil bli eksportert i henhold til § 17i attende ledd i et tidsrom som er strengt nødvendig for vedlikehold, reparasjon eller periodisk sertifisering av Druzjba-rørledningen.
