States Parties condemn all propaganda and all organizations which are based on ideas or theories of superiority of one race or group of persons of one colour or ethnic origin, or which attempt to justify or promote racial hatred and discrimination in any form, and undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination and, to this end, with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of this Convention, inter alia:
a) Shall declare an offence punishable by law all dissemination of ideas based on racial superiority or hatred, incitement to racial discrimination, as well as all acts of violence or incitement to such acts against any race or group of persons of another colour or ethnic origin, and also the provision of any assistance to racist activities, including the financing thereof;
b) Shall declare illegal and prohibit organizations, and also organized and all other propaganda activities, which promote and incite racial discrimination, and shall recognize participation in such organizations or activities as an offence punishable by law;
c) Shall not permit public authorities or public institutions, national or local, to promote or incite racial discrimination.
Konvensjonspartene fordømmer all propaganda og alle organisasjoner som er basert på ideer eller teorier om at en rase eller gruppe mennesker av en bestemt hudfarge eller etnisk opprinnelse er andre overlegen, eller som søker å rettferdiggjøre eller fremme rasehat og rasediskriminering i enhver form, og de forplikter seg til å treffe øyeblikkelige og positive tiltak med sikte på å fjerne all diskriminering eller tilskyndelse til diskriminering, idet det tas behørig hensyn til prinsippene nedfelt i Verdenserklæringen om menneskerettighetene og de rettigheter som er uttrykkelig fastslått i artikkel 5 i denne konvensjon, og de skal for dette formål blant annet
a) erklære at enhver spredning av ideer basert på tanken om rasemessig overlegenhet eller rasehat, enhver tilskyndelse til rasediskriminering, så vel som enhver voldshandling eller tilskyndelse til voldshandling mot en rase eller gruppe personer av en annen hudfarge eller etnisk opprinnelse, samt enhver støtte til rasistisk virksomhet, herunder økonomisk støtte, er en straffbar handling,
b) erklære at organisasjoner og organisert og annen propagandavirksomhet som fremmer og tilskynder til rasediskriminering, er ulovlig og forbudt, og at det er straffbart å delta i slike organisasjoner eller slik virksomhet,
c) ikke tillate at offentlige myndigheter eller offentlige institusjoner, på nasjonalt eller lokalt nivå, fremmer eller tilskynder til rasediskriminering.
